<p>Dear audience, the Jean Monnet Chair <a href="https://www.aseu.com.ua/"><strong>«Advanced Studies on EU Values and Law: Ukrainian Context»</strong></a> and Yaroslav Mudryi National Law University in collaboration with the International Chair on Sovereign Europe (CILES) and professor of the Luxembourg University. With his team professor Braum made the observation that the management of the covid-19 pandemic has posed an unprecedented challenge to human rights and the rule of law. They show that the pandemic context has only accentuated the objective crisis factors that have long affected the conditions for the development of European democracies, and that the crises in the area of freedom, security and justice, geopolitics and technological problems only serve to reveal them with particular acuity. the lecture will cover these issues.</p>

<p>The School of Law of UCLan Cyprus (<a href="https://www.uclancyprus.ac.cy/"><strong>link to the website</strong></a>) is pleased to announce the online training course on “The Rule of Law and European Values in the modern ages: Measuring their impact on the Administration of Justice in times of war” in the CRoLEV Online Training Course Series (<a href="https://crolev.eu/"><strong>link to the website</strong></a>).</p>



<p>This 6-hour online training course looks at the good functioning of a system of administration of justice, composed of law enforcement agencies, prosecution, courts, and penitentiary agencies, all of vital importance for enhancing or strengthening the Rule of Law in European countries.</p>



<p>Course description</p>



<p>The course will cover general theories of the rule of law, followed by an international overview of modern Rule of Law approaches developed by international and European organisations. After the introduction, the theme of measurement of rule of law will be presented. The course focuses on instruments and how to measure the level of rule of law based on surveys, perceptions and tools for rating and ranking countries using objective information and indicators. An overview of the work of the Council of Europe in the field of the rule of law and administration of justice will follow. Since rule of law principles are related to (European) values and European Union policies, the course will continue with a presentation of the EU Rule of Law framework, European values, and the linkage with the provision of financial support to EU member states. The last part of the course will be dedicated to the (measurement) of rule of law in countries at war. One case study will be presented: Ukraine.</p>

<p>Session 1 (9:00-10:00): General theoretical notions on the rule of law</p>



<p>Session 2 (10:00-11:00): Empirical measurement of the rule of law: methods of measurement, strengths, and limitations of analytical models</p>



<p>Session 3 (11:00-12:00): European Rule of Law and administration of justice standards developed by the Council of Europe</p>



<p>Lunch break 12:00-13:30</p>



<p>Session 4 (13:30-14:30): The EU Rule of Law monitoring mechanism and conflicting European values in EU member states</p>



<p>Session 5 (14:30-15:30): Promoting Rule of Law in the context of efficiency of justice: the European Commission for the Efficiency of Justice of the Council of Europe (CEPEJ)</p>



<p>Session 6 (15:30-16:30): Rule of Law in times of war. The case of Ukraine.</p>



<p>Conclusion (16:30-17:00): Wrap up and formative assessment</p>

										<content:encoded><![CDATA[<p><a href="https://rwi.lu.se/">The Raoul Wallenberg Institute of Human Rights and Humanitarian Law</a> and <a href="https://nlu.edu.ua/">Yaroslav Mudryi National Law University</a> are glad to announce the Mentorship program for Early career researchers on business and human rights in Ukraine.</p>
<p>The Program will equip participants with knowledge and skills in research methodologies and practical approaches relevant to the Ukrainian context, as well as will provide opportunities to become better integrated into the global BHR discourse and networks. This Program is meant to facilitate multidisciplinary thinking and collaborations and will be relevant for researchers from the fields of law, management, political science, and sustainability studies and other fields touching on business in society. Different conceptual perspectives will be covered, including interconnections between business and human rights, responsible business conduct, corporate sustainability, ESG, corporate social responsibility.</p>
<p>The program is open for <strong>20 Early career researchers</strong> from Ukraine (PhD students and scholars with the research experience in BHR field no more than 3 years, as well as practitioners human rights defenders and CSOs representatives who undertake in-depth research as part of their work). The successful applicants will receive mentorship from international BHR experts.</p>
<p>The Mentorship program (June 2024 – March 2025) will combine self-study of materials provided by the coordinators of the Program, a series of 5 online BHR workshops (2-2,5 hours each) from prominent BHR experts, collaboration within small research groups (3-4 persons) under supervision of a mentor, and disseminating knowledge through BHR podcasts, seminars and other modalities. Total number of contact hours is approx. 40 hours. The self-learning component will be an important part of the Mentorship program. Participants will be offered self-learning packages depending on where they are on the BHR journey in order to facilitate the research and guidance from mentors.</p>
<p>Each participant will need to prepare a final research paper (individual or joint) with a view to publication.</p>
<p>Participants who meet all Program’s requirements (preparing the final paper, participation in the workshops, dissemination activities) will be awarded by Raoul Wallenberg Institute and Yaroslav Mudryi National Law University with Diplomas.</p>
<p>To apply for the Mentorship program, please submit an <a href="https://forms.gle/pq6TS3iUGXvSVK6KA">application form</a>. The deadline to apply is <strong>20th April 2024, 23.59 Kyiv time</strong>. Selected participants will be announced <strong>before 15th May</strong>. The Mentorship program will be conducted in English and working level English is a requirement.</p>
<p>The Program is free of charge.</p>
<p>The Program will be conducted via the video conferencing software Zoom. Participants must have access to appropriate computing facilities as well as a reliable internet connection to enable full participation in the online meetings.</p>
<p>The Mentorship program is part of the project ‘Support to Early Career Researchers for Fostering Sustainable Business Models in Ukraine’ implemented by Raoul Wallenberg Institute (Sweden) in partnership with Yaroslav Mudryi National Law University (Ukraine) and funded by <a href="https://si.se/en/">Swedish Institute</a> within ‘SI Baltic Sea Neighbourhood Programme – Special call Ukraine’.</p>

<p><strong>A short note about our speaker:</strong></p>
<ul>
<li>Dr Laura Lammasniemi is an Associate Professor at Warwick School of Law (UK).</li>
<li>Dr Lammasniemi’s principal research interests lie in the areas of crime, gender, and class from a historical perspective.</li>
<li>Currently she is working on a project on the history of sexual consent in English criminal courts, 1870-1950</li>
<li>She has previously published on histories on trafficking and sexual offences, and she was the winner of Indian Law Review Best Article Prize 2021 for a co-authored piece titled Dadaji Bhikaji v Rukhmabai (1886) ILR 10 Bom 301: Rewriting Consent and Conjugal Relations in Colonial India.</li>
<li>Laura has spoken at the UK Parliament on the issue of human trafficking and has participated in BBC TV and radio shows as a legal history expert.</li>
</ul>

<p>We are pleased to invite you to the webinar ‘Preventing Targeted Violence: An Introduction to Threat Assessment’ by Sammie Wicks.</p>



<p>Incidents of targeted violence continue to plague communities across the United States. Since the 2001 September 11th attacks, the US has shifted from a repressive Counter Terrorism approach to one seeking to intervene before arrest, criminal prosecution, and detention become necessary. Many approaches to prevention have been leveraged to reduce harm to communities, with a renewed emphasis placed on behavioral threat assessment. With behavioral threat assessment being used outside of school and law enforcement settings, there is a need to improve understanding of the approach among a broader community of violence prevention practitioners. The National Policing Institute will provide an introduction to behavioral threat assessment and discuss potential opportunities and limitations to this approach.</p>

<p><strong>Dear audience, we invite You to the lecture of Monica Hakimi, the Professor of Law at Columbia Law School in New York and a co-editor-in-chief of the American Journal of International Law, on the topic “Russian Aggression and the Future World Order”.</strong></p>
<p>Russia’s full scale invasion of Ukraine, initiated on February 24, 2022, is among the most—if not the most—significant shocks to the global order since World War II. The lecture assesses the stakes of the invasion for the core principles that lie at the heart of contemporary international law and the world order that it has helped to create. The speaker argues that however this war ends, it will reshape, in ways large and small, the world we all inhabit.</p>
<p><strong>Professor Hakimi</strong> before joining Columbia in 2022, was the James V. Campbell Professor of Law at the University of Michigan Law School, where she was also the associate dean for faculty and research and the associate dean for academic programming. She previously served as an attorney-adviser in the Office of the Legal Adviser in the U.S. Department of State, where she counseled policymakers on nuclear nonproliferation, efforts to reconstruct Iraq immediately after the 2003 war, international investment disputes, and international civil aviation.</p>

<p>We are pleased to invite you to a series of online lectures by <strong>Dr. Enrico Albanesi</strong>, University of Genoa, Italy.</p>
<p><strong>Dr. </strong><strong>Enrico Albanesi</strong> is an Associate Professor of Constitutional Law at the Department of Law, <strong><a href="https://unige.it/en">University of Genoa</a></strong>, where he holds courses in Constitutional Law and Legislative Drafting. He is also an Associate Research Fellow at the Institute of Advanced Legal Studies (IALS), University of London, where he co-leads the <a href="https://ials.sas.ac.uk/research/research-centres/sir-william-dale-centre-legislative-studies/ials-law-reform-project"><strong>IALS Law Reform Project</strong>.</a></p>
<p>Dr. Albanesi has given several presentations overseas (Albania, Algeria, Belgium, Bulgaria, Estonia, Finland, France, Hungary, Iceland, Israel, Japan, Montenegro, Poland, Portugal, Spain, Thailand, United Kingdom, United States, and Vietnam) and published articles in peer-reviewed international books and journals, such as <em>European Journal of Law Reform, The Theory and Practice of Legislation</em>, <em>Statute Law Review, </em><em>The Cardozo Electronic Law Bulletin, European Public Law </em>and <em>International Journal of Parliamentary Studies.</em></p>
<p><strong>Monday</strong><strong>,</strong><strong> 15<sup>th</sup> May 2023</strong><strong>, </strong><strong>2 pm Kyiv time (3 pm CET)</strong><strong>: The Impact of EU Law on Domestic Constitutional Law.</strong></p>
<p>Due to the direct applicability, direct effect, and primacy of EU law over domestic (even constitutional) law, the task of applying EU law and disapplying domestic law is on ordinary courts. However, some relevant issues are still managed directly by Constitutional Courts: their primary mission, when it comes to EU law, is dealing with antinomies between EU law and counter-limits (viz., supreme values of the Constitution). Such issues pose considerable challenges to traditional concepts of constitutional law, such as the concept of sovereignty (is the EU a sovereign order? Are EU Member States still sovereign?). As will be demonstrated, from a perspective of constitutional pluralism, judicial dialogue between Constitutional Courts and the European Court of Justice is the only key to resolving such antinomies.</p>
<p><strong>Wednesday</strong><strong>,</strong><strong> 17<sup>th</sup> May 2023</strong><strong>, </strong><strong>2 pm Kyiv time (3 pm CET):</strong> <strong>The Impact of the European Convention on Human Rights on Domestic Constitutional Law.</strong></p>
<p>The European Convention on Human Rights (ECHR) affects domestic constitutional law, although in different ways in each State, depending on the tools used to review the compatibility of domestic legislation with the ECHR. In Italy, for example, ordinary courts bring such a case before the Constitutional Court when it is impossible to interpret a piece of legislation consistently with the ECHR. The challenge for the Court is thus to balance opposing (i.e., domestic and conventional) constitutional values. The methodology to deal with such a challenge will be critically analyzed, focusing on Italy as a case study. From this perspective, the importance of Protocol No. 16 to the ECHR (signed and ratified by Ukraine but not by Italy) will be demonstrated.</p>

<p><a href="https://www.uclancyprus.ac.cy" target="_blank" rel="noopener"><span style="text-decoration: underline;"><strong>The School of Law of UCLan Cyprus</strong></span></a> is pleased to announce the online intensive course on <strong>Good neighbourliness in Europe in times of threats</strong> in the <a href="https://crolev.eu" target="_blank" rel="noopener"><span style="text-decoration: underline;"><strong>CRoLEV </strong></span></a>Intensive Course Series entitled <strong>“The Rule of Law and European Values in the modern ages”</strong>.</p>
<p>This <strong>10-hour online delivery course</strong> (synchronous and asynchronous) looks at the interpretation and application of the principle of good neighbourliness in international law and EU law. Moreover, it looks at the functioning of the principle in EU law, focusing on three different legal contexts – on the functioning of the principle in the intra-EU interstate relations, in EU foreign relations and in EU enlargement. This course takes the form of <strong>6 hours of asynchronous</strong> pre-recorded sessions and <strong>4 hours of synchronous</strong> (‘live’) sessions. Upon registration to the synchronous sessions via the below link, access will also be granted to the pre-recorded sessions.</p>

<li>Origins of the principle of good neighbourliness in international law: nature, legal basis and contents</li>
<li>Application of the principle of good neighbourliness in international law</li>
<li>Good neighbourliness in EU law</li>
<li>Application of the principle of good neighbourliness in EU enlargement</li>
<li>This course is relevant for any advanced student or professional interested in the legal framework of the good neighbourliness principle in international and EU law</li>

<p>UCLan Cyprus, through its Law School, is an accredited provider of Continuing Professional Development (CPD) programmes under the relevant Cyprus Bar Association scheme. This Course is designed for the continuous professional development (CPD) of young and other professionals in Cyprus and internationally. Subject to CBA requirements, CPD points will be available for the two synchronous sessions taken together (4 hours).</p>

<p>Dr Elena Basheska is a Research Fellow at CEU Democracy Institute. She is a distinguished expert on the interpretation and application of the good neighbourliness principle in international law and EU law. Elena holds LL.M. in European law and Ph.D. in law from the Faculty of Law, University of Groningen (The Netherlands). Her research interests focus on international law, EU enlargement, EU external relations, rule of law, citizenship matters, and protection of human rights. She has extensive experience as a researcher, working in various sectors (including academia, NGOs, law firms and professional organisations), as well as an independent consultant.</p>

<p>Dear students, postgraduates and professors! We are pleased to invite you to <strong>the master class </strong><strong>‘’</strong><strong>Applied Technology: Information and Technology in Times of Humanitarian Crisis</strong><strong>’’ </strong>with <strong>Dr. Paresh Kathrani</strong> (UK), organized by the <a href="https://www.mruni.eu/en/" target="_blank" rel="noopener"><strong>Mykolas Romeris University School of Law</strong></a>, that will deal with contemporary issues of law and technologies.</p>
<p>Information plays a pivotal role in times of unrest, especially population displacement. Not only does it enable people to protect themselves, but we are increasingly seeing complex data being used as a means to understand and respond to events. Technology has a fundamental impact on humanitarian crises – and what lies at the heart of this is how data is moved. Different technologies, such as AI and blockchain, open up new ways of responding to emergencies. This session will look at how technology, data, and information coalesce and what impact this has on humanitarian crises.</p>

<p><a href="https://www.linkedin.com/in/pareshkathrani/?originalSubdomain=uk" target="_blank" rel="noopener"><strong>Dr. Paresh Kathrani</strong></a> is an independent strategy consultant based in London, UK, working primarily in digital transformation. His research focuses on LawTech and the Law of Technology. He has written in these fields, including as a co-contributor on a submission to Parliament. He has convened several panels and worked on an EU funded project with a start-up in looking at how artificial intelligence and natural language processing can be used to triage law case. He was part of a group that looked at using virtual reality for legal education. He has convened events on digital assets, including the regulation of digital money. He holds a Doctorate in Law from London.</p>
